In other words: Column1: Base Whites Column2: Base Blacks Column3: Ghost Piece Expansion without the two normal-looking cards Column4: two unused dividers, Ambassador Pack, divider, Phoenix Expansion, divider, Base Whites remainder All columns perfectly leveled with the top, except column 4 where there is the extra divider, making the Column 4 to stick slightly above the others, which makes the rulebook not fit inside causing the cover of the box to not fit perfectly, so I might discard one of the dividers.
My preference is to place all the Ghost tiles in one well. They fill the entire well. Then, place all the Amabassador tiles in another well, and the Phoenix tiles in a third well. Cover those three wells with a pink divider to indicate that expansion tiles are below them. Now, place all the regular game tiles in the three wells that still have room. (The well with Ghost tiles is full). This way, when you remove all regular tiles, you have access to all expansion tiles and can pick whichever ones you wish to play. I intend to stick a label to each pink divider to remind myself which expansion is under it.
