That money was Irans to begin with. It was assets frozen in response to them trying to develop nuclear capabilities. It was unfrozen as part of the JCPOA deal where Iran agreed not to develop nuclear weapons and allow independent inspections of their nuclear facilities. Trump pulled out of that deal giving Iran exactly what they wanted the ability to produce a nuclear weapon.
