This is Navtex there are still a few stations on Shortwave L2C Argentina on 4 and 8 MHz also Boston has a Navtex bulletin on this frequency, as you say there are also some Navtex around 490 and 518 kHz

Navtex is also at many Shortwave (HF) frequencies. 512 Khz transmits Navtex usually in english, and at 490 some countries transmit in their local language. Navtex is a AMTOR type transmission, RTTY is a SITOR transmission.
@@josesebastian5986 appreciate for the details. I was judging only from GMDSS mandatory equipment point of view, where only 490/518kHz receivers are the must have and never sow the real shortwave NAVTEX receiver. Only RTTYs
