Base is a general that covers the whole space. But, local base is only defined on a single points that's why we also call this local base as 'base at a point'.
You have not cleared 'U' while finding local base. Say, take any open set 'U' from 'T' containing 'a', there exists an open set 'B' from sub collection such that 'a' belongs to 'B' and 'B' is subset of "U'
