So the way I'm understanding this Secure print is always enabled in the printer. So the way I'm understanding as long as I do not select secure print when sending the job it will print it out?

exactly and I wanna know if this can be done in such a way that all domain users must use this feature

A year after but if it still helps, from my experience, it stays on until changed back.
