What is the variance? Is the decrease because Sunday is St. Patrick's Day and vendors know that the street is going to be cleaned on Monday, regardless of if they call 311 or not? Also, if the number of requests to clean the streets and sidewalk in the Mission goes up, next week, without the vendors, does this mean that the vendors aren't the problem?
So "Shark" is stealing food to sell, so he can feed himself? Does anyone else see the irony in this? And he is 100% addicted to drugs and that's what he's spending the money on.

supermarkets are way too easy to steal from -> that shouldn't be the government's problem. Supermarkets didn't used to exist. Everyone once got their goods from street vendors and the world wasn't controlled by a select few conglomerates who expect taxpayers to subsidize security and punishment for their open door shops.
