These GSM bands, are these specific bands like the GSM 900, 1800 and 1900 owned by a specific cell carrier like AT&T, or Verizon? Or can any carrier use these GSM bands? If any carrier can use them...then technically who "owns" this spectrum?

Sir I have given a data of satellite multispectral image 1573 pixel of the city where 5parameter are given X-coordinate is a numeric vector Y- coordinate is a numeric vector Band 1- numeric vector Band 2- numeric vector Band 3- numeric vector Now my Question is In these three bands some values are given negative thus it may be possible or not Q2- how can we identify these three frequency band units and it's which colur (blue, red ,green )
