Have 100% armor. Fully lowered suspension. No bullet proof tyres. Then go to a quiet spot. Get out of car. Use a special carbine with a silencer so you don't attract police. Aim at the middle of the wheel and fire at it. You'll see the car start to lower. Once it's lowered/dropped twice. Stop other wise it'll blow up. Or the cars like the mk5 supra, s2000. Basically the cars from the racers dlc you'll have the option to lower the car in the interaction menu under vehicles.
