Every city in the Netherlands has coffee shops. Amsterdam has the most mainly because of the huge amount of tourists. I don't how much coffee shops there are in Rotterdam. But in the city i live (Nijmegen) for example are about 10-15 coffee shops and the city has 160000 residents, Rotterdam has about 600000 residents, so..
The roughest, toughest, hardest and most brutal dynamic place in thje whole of Western Europe. Just plain ugly, and not for tourists. But this is where the money is made.
