You're correct, with 3 drops obtainable at once lowers the possibility of the tail’s drop. And also, the drop gamepass not only helps increase the tail's drop chance but it also increases the chances of the other 2 drops (enchant frags and enchant remover). So, while it does provide some boost , it may not be as significant as you’d expect . But this is also my opinion ;-;

Levels don't really matter, get your kaioken maxed, ekari 5, fruit of might, max mastery on your aura with those you'll be able to solo broly at any level. Ekari 5 would take a while to get tho
the zombie quest at northpole give the most overall experience cause 8 zombie kills + the quest hp, but there’s not enough big aoe move to continuously grind them so, the best choice is the kaioken ghost
