climax reasoning is a slowed down more less melodic new world order , this is climax return (almost similaire to the game theme song) that plays after you finish closing argument

Ah, you're right, Climax Reasoning is what plays while you're playing the Closing Argument, and Climax Re-enactment plays while Shuichi is giving the Closing Argument itself.
I gave it a re-listen, I didn't realize it uses literally the EXACT same guitar riffs from SDR2's opening. I guess they figured it'd be a shame to let such an awesome riff go to waste. XD
