Firestorm has been an interesting spell for Devastation Evoker but has not been widely used for 3 main reasons.
    1) Before we got the extra talent point, we couldn't easily reach Shattering Star, which would hurt our damage pretty heavily.
    2) Before we gained hero talents/talent tree mini reworks, a lot of the left side of the tree was considered dead and terrible to pick.
    3) I believe this is the biggest reason, but it's because Firestorm does not have that large of an area and tanks can easily pull enemies outside of it, rendering it useless.
In The War Within, we only face 1 of these 3 issues now(being number 3), but way less now. In M+ and in Raid, you will for the most part have more opportunity to have enemies be stationary, especially bosses. Because of this, I believe this opens up a window to give Firestorm a try for certain dungeons or boss fights, as adding up all of the damage increases this gives along with Scalecommander, allows us to do more damage *overall* than what Charged Blast is capable of giving us.
Let me break down the individual percent increases:
Charged Blast gives Pyre a 100% damage increase for 1 cast, and more often you can have several seconds in between each cast while waiting to get max stacks. Adding Firestorm into the mix of percentages gives us the ability to do the same 100% without having to wait on Blue spell damage ticks, on both of our essence spenders; this basically means a little less beginning burst to build up our percentages in return of more long term and lazy increased spender damage. Obviously having Charged blast is still a huge increase for Pyre, I also like seeing even bigger increases for single target!
Mass Disintegrate = up to 30% increased damage on Disintegrate
Melt Armor = 20% increased damage with Disintegrate & Pyre for 12 seconds
Feed the Flames = 20% increased damage with Disintegrate & Pyre for 10 seconds
Shattering Star = 20% increased damage overall for 4 seconds
Imminent Destruction = 10% increased damage with Disintegrate & Pyre for 12 seconds
In conclusion, this is my first time getting really deep into theorycrafting like this and I have no doubts that I can be flat out wrong about this being a real contender for the current single target oriented builds, but it's still really cool to think about.

Very good vid, don’t you think flameshaper could be competitive with the buff, specially in m+? Feels better for cleave/big pulls or the fact that we got +20% from deep breath too strong?

With the buff it definitely can be pretty competitive! I'm still more or less testing a lot of it, but I believe Flameshaper wants more Mastery than you would have with Scalecommander, which would allow you to have some serious heavy hitting Engulf and Consume Flame crits. The only thing I do wish is Engulf having a higher crit chance or scale better with Giantkiller more than anything, since when you build up all the dot damage you can, you are at the mercy of getting it all wasted away with no crits.
A thing I will be trying on my alt evokers for Flameshaper over the next couple of days/weeks is going Crit > Mastery > Haste > Versatility instead of prioritizing haste over mastery. Flameshaper still has the same rotations as you had in Dragonflight, and haste wasn't that big of an issue so long as you had a decent bit.

I want to play dev so bad, but the chaining clipping or mass dis feels so fucking bad.
