well the main idea of F-E is to bring "racing" in the cities; city tracks are most likely less raceable than the built ones
and because these cars still don't have such a range (this year one race was around 90-100 km long; with two cars/driver, so 45-50km/car), it won't be ideal for normal track races, so they try to make the tracks smaller (shorter, more narrow) that could make it more interesting (so you won't see a drag race in a 500 meter long straingth line)
I see why they did all these, but yes, there were some tracks which had really really bad parts (e.g London was horrible), and they should make the tracks a little wider
