There's a way to fix depots including capital depots, for some reason the depots won't restock unless there's a railway connecting to a dockyard or connected with another depot that has supplies in it already. HOI4's supply system is wonky as hell and with the millennium dawn mod it kinda gets more wonky. However there are mods out there that fix it but not the millennium dawn's supply system for some reason. Hopefully this helps my friend.

Pretty sure your supply capital changed due to the supply being cut off to other regions which had a railroad and supply hubs. Connect a railroad and it should (in theory) change back to your capital... What is the point of all your supplies being in your capital, but not being able to go anywhere else, when there's a supply hub that connects to another supply hub + port.

Millenium dawn has potential but it’s absurdly buggy and some features are frustrating.
