Everyone acts by their own belief that what they do will "help" the world(Oboro thinks ending the dawn will put an end to suffering, Claude was giving his duty at birth, Kaldena was consumed by revenge, etc) while Harvey was fully aware that the world will end if he helps the Moonshade order, but still did it just to see one man suffer. I mean, he even created the Book of Demons which even *Claude* had no idea how to create. Just goes to show how malicious he is.

And Gold medal for good would either go to Ophilia or Tressa, and pretty sure Alfyn is Bronze. But I'd argue Galdera is Gold Medal for most evil; personally I think masterminds who order their servants are inherently more evil than their followers but Lyblac would be Silver for obvious reasons given she is the Arcanette/Oboro of that game. Same reason I overall think Vide should have gotten Gold Medal for most evil here compared to those two, but he not have as much control that Galdera did so maybe I see more reason for Vide's follows to outrank him. Though spoiler alert, Galdera is back and stronger than ever in the post game. And is the true evil God who is far beyond Vide.

I would argue Arcanette is more evil than Oboro since at the very least, he's a case of believing he's doing the right thing. He believes humanity is fubar and too violent to deserve to live, not being any more cruel than he needs to be to achieve his goal. Arcanette meanwhile is completely sadistic and manipulative (to the point that even Oboro is wary of her and warns Ori about her) and really, the only reason she dies is because her sadism gets the better of her, wanting to out it all to Temenos just to get a rise out of the man. Plus what happened to Tanzy is all the more reason, using her grief over her dead husband to manipulate her into falling in love again to use her as a puppet to sacrifice her. Both have the same aims and Oboro absolutely is tremendously evil, but someone evil doing what they believe is right feels to me less evil than someone evil doing it because fuck you I love it. That and let's be real: Oboro wouldn't even be a blip on the radar if Arcanette hadn't recruited him.
Good list, and while I will agree that Oboro has a much, MUCH higher impact as a villain than Arcanette, I would argue he's far more sympathetic than her. I mean, you can at least see why he became the way he did, whereas Arcanette is just laughably evil. Not to mention you can infer through both Ori's notes and Oboro's letter, along with the things he's said that he truly does love and care about Ori. It's just that they both became so jaded because they were always exposed to the worst parts of humanity.

Vide really deserves the number 1 spot. He's literally the reason and source of most things that occur in this game regarding major plot points. Yes, we get to know Kazan/Oboro more, so his betrayal stings, and he's human so thus more complicated, but Vide is practically evil incarnate in OT2
My own takes, Oboro does have love for his sister which is a redeeming quality and it's more so out of vengeance for humanity is why he submitted to Vide. Arcanette and Vide should both be eviler than him. Also, the true gold medal goes to someone who is back from the 1st game; a Fallen evil god who far outranks Vide. He is back stronger than ever. And those who made it to the end of the post game knows who I'm talking about.
Also, for other medals. Rogue could also take the Sloth medal since he sits on his lazy ass and lets everyone else do all the hard work for him. Ritsu and Harvey also both could take the Envy Medal. And Gluttony Medal goes to Vide given he literally just wants to "Consume all existence". Well technically Galdera has him beat in that regard, but he not listed for spoiler reasons.

I've been thinking about this for days since I saw it and there is no way Oboro is more evil than Arcanette, or even Harvey or Claude. Oboro is a tragedy who genuinely thinks he's doing the right thing. He's not a sadist about it like post-book Trousseau, he just thinks doing this very awful thing will be best for everyone. Arcanette is a complete hatesink who revels in twisting people who have gone through awful tragedies to her side for the sheer glee of it, and "her side" is ending the world, with absolutely no delusions as to why it'd be "the right thing." Harvey is a sadistic torturer who will happily end the world out of pettiness toward one man. Claude is just evil to be evil, and corrupts other people along the way as well.
In all fairness to Throne, while her goal is selfish, her only alternative would be to stay in the Blacksnakes and continue carrying out killings until she kills her way to the top or gets killed by a rival. Besides, it's hard to argue that Mother, Father and Claude don't deserve it. Pirro is sympathetic, but he forced her hand.
The most evil character in Octopath 2 is me as Osvald when I mug an innocent child for their teddy bear and pawn it off 20 seconds later for 200 leaves.

Claude & Arcanette are by far the most evil. They both are immortal beings that only see humans as pawns in their game to revive Vide, doing the most horrible things to achieve it. Of the two, Claude is worse. He could’ve taken the spot to become Vide himself, but instead chose to pass it to one of his children, but worse he impregnates countless women and enslaves his children into a gang life without telling them that they are half-siblings. Um gross. Also he convinces Trousseau to commit genocide too. Arcanette is not much better. She committed genocide on the Kal people, manipulated Tanzy to fall in love with her only to sacrifice her, manipulated Kaldena’s revenge to get the book and tricking Kaldena to be killed by teaching her the wrong shadow rite, and the fact Kazan, Ori, and Harvey are even in the Order is likely because of her.
I'm sorry but why isn't Claude at the top?! He created a murderous gang out of his own incestuous children. THRONÉS MOM WAS HIS DAUGHTER!!! This man is everything that is evil and to make matters worse HE TAKES PRIDE IN IT!!! Mother and father were her SIBLINGS LET ME REPEAT SIBLINGS. The pure shock of that reveal and the sickness in my stomach I felt from that lasted for DAYS.

I disagree with Trousoue and Oborro. They are both evil, but Harvey and Mother are much worse than them. Trousoue was a broken man, who lost all hope after losing so many people to his care. Oborro is very similar, where he witnessed the evils of humanity under Mugan and his family, and lost all hope or meaning to life as a whole. They are both characters fueled by tragedy and loss, while Harvey and below are people fueled by evil, sinful motivations. Simply by ego, power, or just outright controlling and tormenting others for fun
