On the contrary. Carter was the most effective POTUS since LBJ. Got a lot of initiatives passed by Congress-- more than Reagan, Bush I, Clinton, Bush II, Obama, Trump, or Biden. He was a hard-working, intellectually brilliant outsider-politician who tried to do the right thing, and he mostly did. The things he failed at were very hard, very unpopular, and he was very unlucky at them.
And Iran, Nicaragua, the Panama Canal, the energy crisis...America's decline and so much more. The good news is that Biden has beat Carter out in terms of dismal failures.
