They just played this during the opening ceremony of the 2020 (2021) Tokyo Olympics during the Parade of Athletes, prior to the Netherlands entering the arena. Interestingly enough, I had been wondering how they determined what music to play during the parade, as it was all symphonic, but nothing familiar to me. I was thinking it was probably some random music composed that probably repeats on a loop. And then this came on, still symphonic of course, but I instantly recognized the melody. I was surprised I found the song on my first guess, but this is definitely it. It makes sense that Japan would use video games as part of their cultural identity. Its not the first time... Now I'm waiting for the music to break out into the iconic Mario music.

It's because the Sprite limitation is off. I have the Kega Fusion emulator. I turned off the Sprite limitation, which disabled a transparency effect, and this is what the title screen looked like.

I think the layers were a little out of order in whatever emulator you used to screenshot this. I don't remember Sonic's right arm being so... broken.
