I may be wrong, but I think he's simply saying to make the money come out of the cop's pocket, not only the city's. Sure, the city has a deeper pocket, and the penalties will possibly go a long way to training cops on the law. But while the city's writing a big check, make the cop share in the pain they caused, personally, and write one, too. Not simply out of the taxpayer's dollars funding their department's budget, not out of some theoretical malpractice insurance policy, not out of their union's coffers. Out of the bad cop's own checkbook. Personally. Only once they have a stake in the consequences of their own actions will they be motivated to improve their own actions. Taxpayer's money is not a scare tactic, it's just the first step. And it's not enough. Make the bad cop put some skin in the game.
So let the city bleed till they got no money to fund other stuff, when it become more expensive then command your troops to follow the law, they'll change. Or when the money become a too big issue that make sectors of society pressure for change. If people do not sue cos 'its our money' they already won.

Tax payers money is the new fear tactic...We the people don't care...go after the pensions📢📢📢📢

I know how bad it sucks to be handcuffed, because it’s happened to me, more than just a few times, back when I was younger. It’s not any fun, at all, believe me, but there’s no point in blaming the cops for getting the win. They have a job to do, just like the criminals.
You win some, and you lose some, but you can’t get mad at your opponent when you lose. You just have to keep getting better, and hope to improve your chances at winning the next one. That’s about all you can do, really, until you decide to walk away from the game, and start acting right.
I understand that no one likes being in trouble, and I don’t blame anyone, one bit, for feeling that way, because I never liked it, either.
