Anyway, in my current city, I seem to get more public funds, while costing less private funds but repealing poll tax and enacting property tax (I have absolutely no idea how that mathematically makes sense). You already have the policy that increases trade power active, and stoas are public buildings, not private (apparently they were built alongside plazas and marketplaces). Did you enact the embassies policy? It really helps with your public image image when you go knocking on your neighbours' doors. I've not really had that much luck with exporting agricultural products, especially as they have a limited growing period, and it ends up cutting into my domestic supply for residents and workshops too much. Also, I suggest that you keep the minor temple when you build your new one. It still helps with local happiness, but also, since religion (and recreation) requires getting it from the building instead of the market, you might want to keep the minor temple as well so people don't have to travel too far to fulfill it.
