looks like that cop was given the running animation of the female characters, i remember that animation if you chose a female multiplayer character in gta 4. i always found how the males ran pretty cool until tbogt and tlad. in those games the multiplayer characters run so weird.

Tenpenny is definitely not a regular cop from San Andreas. He's infact the only cop in the entire series who troubles protagonist the most. So Tenpenny is the clear Winner here.

GTA 3 cops are the best fighters. They are the only one, they're are able to defend themselves unarmed.
They can also do Headbutt move.
Gta 4 cops can also defend themselves if you knock their weapon out of their hand utilizing a bat or a knife. They have the "trained" move set.
