What is that 24 dimension in top view in drawing sheet???

That is paralel dimension between outside and center of workpiece. But he made a mistake so you will not get that dimension (when drafting around part you need to remove material but he added material so now it is thicker by 1.something milimeters)
To do correct drafting (removing material) you need to go to
"dress-up features"
"Draft angle"
Draft type: constant
Angle: 3deg
Face: outer face
Neutral element: xy plane
Pulling direction: Z axis
