Zener Diode is the main component of this project, if you put 1N4007 Rectifier led will glow from about 2-3 volts, zener diode block the current flow to transistor till battery get fully charged.

You can use lower the zener voltage, Resistor not needed to be changed

You need to replace zener diode with 12-12.5 volts, also need to remove 2.2k resistor
