No dear! Use either sleek, shiffon, crepe n satin fabric for the body.

Hip line is different from knee line. We have shoulder to hip, shoulder to knee which is vertical measurement. The 9" below the hip line is to join the cowl shape coming from the sleeve opening to meet the 9".

You can measure any length but don't go beyond 9". U can even stop at the hip line or measure 3" below the hip.
