Anyways, turning on Fly for a moment fixed it, though now that I know how to use cheats I may use it later to explore the games quirks more.
Using a command similar to 'set harrykoresh' in the command box allows you to switch to an alternate character of your choice depending on how you type the command.(By each character's name, obviously). I discovered how to do so a few years ago but you'll often only get control of the alternate character for a few seconds before the game crashes. I don't remember the exact code as it's been a long time since I played the game but as far as I'm aware I'm the only person that seems to have discovered this feature. Once I get home I'll get my hands on my old copy of the game again as I believe I wrote the dialogue down in the manual and I'll post the code online.It's a B cheats one as I recall. Anyways the code is essentially redundant as it crashed my game after the first few times I used it and did so every other time I used it subsequently. However it is kind of novel to run around as Ron or Hagrid for a while. Interesting though as I too have been messing around with the debug mode for years and I also always saw the term 'koresh' posted as what I had assumed to be a fake code when 'I'd look up cheats for this game as a child. Wouldn't be surprised if more of these 'fake cheats' actually simply need to be typed correctly or used in a different context. I also got either the same code, or a similar one to work with Chamber of Secrets using the debug mode and playing as alternative characters was far more effective and did not crash the game. Playing as Mrs Norris was rather trippy as I remember.

Killall actually needs an actor after it. So you need to write "Killall [actor]" and all the shared actors will be terminated. Don't do it on harry because he won't be killed, but simply removed, so the game will softlock.
So I learned a bunch of interesting shit from this video. I didn't know debug mode could be loaded in the game or the other cheat codes, just assumed it had to be the ini file. After messing around with it myself, if your willing to modify your user.ini file in your harry potter folder within mydocuments you can set up a command to have the game perform bcheatsenabled with a button push. Having the line (1=set engine.playerpawn bcheatsenabled true) will have that whole ordeal done in a simple keypress instead of you needing to type it repeatedly.
If compatibility settings don't work there are some videos about getting it to run on RUclips. I've mostly played it on XP, but I did get it working fairly well on windows 8 with compatibility settings.

harrydebugmodeon or harrydebugmode (depending of the version) sets bDebugMode to true in user.ini. Since this file gets overwritten by the HP.ini at startup, debug mode always resets to false if it is not enabled in HP.ini. Setting it to true in the file does remove a step from it though.
I know it's a very old video, but if you're still around, may I ask if there's any command to mess up the timer of the Broom Flying practice courses? Freezing, Adding More time, whatever it is, will do. I just can barely do it and it's a fucking effort specially because there's a secret folio card in the course too.
I don't know of any cheats for that unfortunately. It's best to get the card when you are already flying by the spot, and I wouldn't worry about the beans in there. If it helps at all, you can see it done in my let's play.

How do you get to the level where Snape is pranked by Fred and George? That one you show in the beginning of this video (from 1:23).
Just use the ghost cheat during the prank scene at the end of the game. You'll also have to change the camera so that you can see where Harry is.

I don't recall ever having to enable the console. Just pressing TAB or ~ while in debugmode.
yes but do you not edit the HP.ini to set bDebugMode=True? Without this I don't think debug works in the game.
