You boost the frequencies or you lower the frequencies depending on your preference and your listening room. There is no “correct” way to use it. It’s like saying you only reduce treble or bass with tone controls. It’s whatever sounds good to you.

why is he boosting everything? commonly, it is recommended that cutting bands is how you maximize your sonic experience...........very little boosting
