@@swizzleb1393 Paparazzi don't only show up when the celebrity or influencer (or their teams) call them. Sometimes they get tips from others. This wasn't filmed at her house, they're leaving a shop. So it'd be easy for someone to spot them and call in whether they're working in the industry or not. And most do thank the person they're getting pictures of if they readily allow it because it makes their job easier because now they have some great photos to sell. I believe one did shout "thank you, great shot" at Lily. It is possible that she or someone else called them and that's fine. Also OP is correct regardless.
