In the U.S., there would've been 2 DEI flaggers, 6 men leaning on shovels, 2 men with brooms, 5 site supervisors (at least one female, black or both)) PPE Requirements ,Mandatory Union labor and at least a year deadline. When all's said and done, the road will be inadequate, 50% over budget and 6 months past the deadline.
