Technically the scripture doesn't say the devil blocked Daniel's prayers. The archangel of God told Daniel that his prayers were heard the first day. It appears that the demonic prince over Persia delayed the Angel who was carrying the message from God. Fhe manifestation was delayed or hindered.

The Scripture says God esteems His word (scriptures) above His own head. That's like saying His Word crowns His head.
