It means she has the ability to go to the department of motor vehicles (DMV) and get a new license. She'd have to fill out some paperwork and then she'd receive a paper copy of her license to keep with her until the card comes in the mail. Clearly she did not get a new license if all she received was a state ID card so I don't know what she's on about. Anyways, if you want to think of it this way her driving privileges were revoked but then the privileges were reinstated the next day, not the license. It's very clear on the suspension paperwork you get at the time the suspension was issued that when it's over you have to get another license, though watching this I'm not sure if she bothered to read it.

Now we can't say for sure exactly what happened there, but my sympathy to her was nonexistent because she is clearly drunk. I guess it is just standard system but obscured by big words. From what I understand it's the same in my country: If I loose driving license due to X for Y time, after Y time my license is no longer suspended, BUT I still need to visit DMV and get my license "back" (digitally).

When you sign a citation it's not to admit that you did the crime, it's just to show that you have received it. It works like this in most places and is actually there to protect you by providing proof that you actually knew you were cited. If you didn't have to sign anything it would be possible for the police to write citations that you wouldn't even know about

My friend is a way better example than me, he was making significantly less than me and still paying his bills and going out of the country once a year. This is also not an “American” thing, these types of policies are regular across Canada and EU countries as well.

She was actually offering some reasonable solutions that could have been accommodated but this guy was shutting her down without any thought or consideration. @@blindi6326 the officer has no reason to force her out of the car and have it towed. It's not a criminal act to drive a vehicle with no license as long as you aren't driving dangerously. It's a civil issue. The officer in the video clearly should have given her the ticket and fucked off. Instead, he escalated it on purpose acting like he was going to tow her car, hence him asking over and over for her to call someone when in fact she didn't need to. This is why they act like this, because people like you lick their boots and thank them for harassing poor people
