It's called sheng jian Bao, supposedly from Shanghai, literally raw fried dumplings. Basically you put the raw dumpling onto a frying pan, add some oil, and heat it until the oil is hot, then you put water into the oil and cover it immediately while it starts splashing and cook the food with the oil / steam combination.
