    Vito all but disowned Fredo before his passing for his hedonism during his time in Vegas, so he was already practically out of the family by this point.

    There's another deleted scene where Fredo shows up at the party and his old lady is bombed and making a scene and has to be escorted out. Fredo makes a sulking apology and Micheal consoles him, telling him he's Fredo's brother, and never to worry. Fredo was in NO shape to run anything, his own life was a train wreck. Fredo could never be respected, even Moe Greene took it upon himself to slap him around, a disastrous mistake even though Greene was probably right. The way Micheal looked at him when he confronted him, Greene should have been expecting death.

    If Rocko was in the room Michael could have allowed Fredo in room…
