Fredo makes a sulking apology and Micheal consoles him, telling him he's Fredo's brother, and never to worry. Fredo was in NO shape to run anything, his own life was a train wreck. Fredo could never be respected, even Moe Greene took it upon himself to slap him around, a disastrous mistake even though Greene was probably right. The way Micheal looked at him when he confronted him, Greene should have been expecting death.
