I have two surveys which consists of several agree/disagree questions. They are the same questions, only one survey is a "before" survey and the other survey is an "after" survey. Is there a way to create a grouped serial chart showing the before/and after as two different bars on the same chart?
Thanks for the question. You can upload a xlsx file to ArcGIS online and publish it as a hosted feature layer. You can then use that layer as the source of visual elements in the dashboard.

i import shapfile to web map, when i create dashboard "layer not accessable" option pop up on layer, can you resolve this issue..??
