@@matty4663 2x2 as at least 4 moves, because with the many competitions in the WCA, there is a legitimate chance for a scramble to need not just 3 moves, but 0. Because of the possible chance of getting very luck scrambles, the WCA has required that scrambles need at least 4 moves.

Not really. The rules require the optimal solution for the scramble to be 4 moves at minimum. It doesnt depend on the movecount of the actual solve.
