According to me, the first cause was not right for the decline of the Mauryan empire as Ashok just said that he will not start the war but if any rebellion arises or any foreign forces attacks the empire he will e ready to defend his kingdom and he also said that punishments will be given for any wrongdoing in his empire so law and order were maintained.
