I'm pretty sure he meant raising the murder rate, but you could look at it that way as well.
Edit #1: YB dropped again. The song is called Demon Party.
Edit #2: This might be wrong, but i heard that YB decided not to drop the video because he felt like the visuals were too demonic. If I had to guess, his mindset probably just wasn't in that kind of place at the time, but who knows.
