    2. If this act provided for the establishment of Federal Bank aka RBI then what was the purpose of RBI Act 1934 and how it came earlier then the former ?

      Coming to point 2,
      Now using random numbers just to explain..
      Let's say if there were 10 states, and 6 have agreed to join voluntarily. These 6 states together account for 70 seats - hence criterion 1 is met (necessary condition)
      But these 6 states should also have 50% or more of the total population of states. Here total population means the aggregate population of the 10 states that were given the option to join originally
