Each level makes them more savage/primitive looking until they ascend to their ape form which explains the heavy caveman brow for SSJ3. SSJ3 is like the missing link in the power chain that connects man and beast

They zoom in Goku's eyes which he is already SSJ3 with eyebrows and it show a great ape right before it zooms back out revealing Goku has no eyebrows just like the great ape form. Meaning he tapped into oozaru mixed with Super Saiyan
If you look at it closely, it makes him kinda look more like a monkey which actually makes sense because we know super Saiyan 4 literally gives the user a monkey torso and an overall monkey body. The only reason why keep the eyebrows in. Ssj4 because we already have so much other stuff that makes it look like a monkey. But I still can’t figure out why ultra ego has no eyebrows.

I always thought it was taking all the hair from his body and moving it to his hair on his head which was why his skin is so shiny compared to other forms
The obvious answer is that it gives the form a much more powerful and striking look, the same reason there’s dark outlines around the eyes. The more fun reason that I always thought was that there’s so much hair on his head that it just couldn’t spare any hair on the face.
