Can I use past tense of verb with 더라고? For example도서관에 공부했더라고 instead of 도서관에 공부하더라고.. because she "was" studying.. so don't you change the verb in Past? Or is the verb conjugated with present tense in this expression?

Yes, It can be used past tense. 도서관에서 공부를 했더라고요. Like this.
