I believe, and I could be wrong, but I believe it had to do with the anime being popular in the West, so they decided in reruns to use the dubbed music in some reruns of the episode. They also decided to scrub the USO! text from its original airing, like the dub did, alongside drawing in brand new animation frames specifically for this Japanese rerun version as a way to help viewers in Japan differentiate between the original version and the one that uses the dubbed music. For reference, the song used in the original Japanese airing with the USO! text is literally called “USO!” and was made for the episode itself, so this is not a case of the animation studio having to swap the song out for the dubbed music due to licensing issues.
Could be that the music of the last version sounds similar to the song UFO from Pink Lady? I even heard it pretty similar during the scene when USO was spiritating different citizens
