tbh i don't really think that's a fair analysis, if black had a better arrangement of pieces to avoid checkmate they have drawing-winning chances. even two bishops can force mate in one in the correct positions, and nobody claims they're worth 20 pawns

Since black has 39 points at the beginning and 2 of this piece can't defeat black but 3 can, the value of this piece is between 13 and 20
