It is because John Rawls believes that there is justice when people are treated justly. To clarify, he did not mention that people should be treated equally but justly. This is for the reason that he has a different notion when it comes to justice. For him, there is just inequality. Not all people are equal. For instance, a lawyer usually and logically earns more than a security guard. That is because the degree of their job is different. Say for example that lawyer is paid the same as the security guard or security giard is paid the same as the lawyer then justice would not be observed. There will be social stability then if the just inequality as conceived by Rawls is maintained.
