Deadshot is probably one of the most impressive non meta in DC. This scene shows him not just hitting the same spots over and over. His muscle control is so on point that he can control his aim at all times. Negating drift by recoil, compensating for wind and instantly able to sight in his weapon without taking practice shots.

For starters he's not a villain for being a villain's sake, like he's not homicidal or has some psychological need to kill people, he's a simple gun for hire. His skills are top notch and he'd be a hell of an asset, so why doesn't the Government just hire him? Agree to an exclusive contract for his services and his compliance with that contract his is condition for release. He only takes jobs from them, heck even when he's not doing missions with Seals or for the CIA, he could be a hell of an instructor at sniper school.
