I don't understand the blood passive. Does it increase the effects of the blood type or like the chatter said does it increase the quality of the blood from, for instance, 25 to 33.

The description of the passive says it boosts the effect.
Which means the chatter is wrong. Whatever your blood is doing for you, the passive makes it 8% better.
