That's mostly because they butchered the source material. Almost half of the arc was cut, essentially removing most of the build-up and politics not to mention a lot of great character development. In the anime version we essentially get the climax with none of the build-up and intrigue. It's not terrible, but it's not even close to how good it was in the manga. That's why people hate it, even if they aren't aware of it. =3
I actually like season 3 part 1 the most. It’s my favorite part of the whole show, something about that manhunt ducking from the government vibe was just so peak for me. Levi becoming a main character was a big welcome. And I mean come on Levi vs Kenny is there

This first half of season 3 is underrated and underappreciated by a lot of fans, but to me it's great and has one of the best OSTs in the series.
I love how this part of the show in particular is heavier on the politics side. The way Erwin Pixis and Hange played the game was just *chef's kiss*
