I have managed to save enough to get 2 5 star C6 now (albeit my 2nd one I have much better luck). I believe if you have a bit of bad luck, you need to at least save for almost 5 months or half a year (provided there are good events) or longer to roll for a C6. I think you should just roll C6 for a single character that you like because I think by the time the Tsaritsa comes, you will have saved more than enough to have her C6 and possibly even R5 (provided you still steel yourself to save everything for the Tsaritsa)
