Ngl he seems pretty balanced for a whitelist character, but one thing I'm confused about is why didn't you use the summon and disrupting scream moves during the gameplay part.
legends say player named wafflefrog404 can use this and can give that char (but legends dont know how to delete cooldown of abilitys)
