Controversy of ESCAPE Theme Park in Penang

Prior to 2008, Penang's tourism sector was sluggish.
Tourist arrivals in 2000 was 3.7 million. The number then reduced to 3.4 million by 2007.
After the change of Penang State Government in 2008, the new administration led by DAP has initiated various plans to reboot Penang's tourism.
The DAP-led State Government launched an open tender to develop a former construction site at Teluk Bahang. Sim Leisure Groups won the tender with their ESCAPE Theme Park proposal. That's when the controversy started.
