i know nothing about these characters or the context, but honestly of all states to pick for a skit, it had to be one of the most difficult for even english speakers to pronounce? couldnt go with like texas, or maine?
The audio originates from an old Japanese comedy show where this scenario is staged. The joke is the difficulty of the name and the many attempts at pronouncing it. That's why you hear the game show buzz noise when a person laughs. Texas or the other place you mentioned defeats the purpose of the joke. For the characters, the boy with the hat is known to not be a well-educated teen (he cannot even read basic Japanese kanji properly despite being native). The purple hair is a teacher.
