The reason some natural blocks arent affected (bamboo sea grass etc.) is because the color of those blocks dont change depending on the biome, you can see all the blocks that are affected by the texture deletion of the foliage change depending on the biome it is in. In the nether, you and liger are in 2 different servers/clients. Everything there is client-sided like the blocks you place but you guys can still see eachother so its bugged out.

The black and white vegetation/water was because of a glitched colourmap. The colourmap is what makes the colour of grass and water change from biome to biome, and those were gray because the colourmap wasn't working properly, so it didn't know what colour to make the grass and water. The vegetation that had colour, like the bamboo, doesn't need to change colour from biome to biome, so it would have a coloured texture.
