As a lifelong NM resident, allow me to explain the non-adveetised reality of the guided hunting tags. Rancher/hunting guide services are offered so many permits (or tags) to sell privately depending upon the acreage of owned ranch land. In addition, ranchers purchase grazing rights on public land. The ranchers are free to set their own prices on hunting tags. Rancher hunting guide services commonly set high dollar prices forcing high dollar clientele to pay. For these ranching hunting guide services, pre-season scouting includes "checking cattle", which means herding game animals onto their own private land for their high dollar clientele. The ranchers' patrol leased public grazing right land illegally driving public hunters off of public grazing land claiming sole ownership of hunter's rights, which they do not have. Thus, we have the love hate relationship between public hunters and hunting guide services. How do I know all this? I lived 30 years in Northeastern NM as a rancher and was privy to all the shenanigans, surrounding making a $ off hunting, annually. If your looking to hunt NM, beware of private hunting tags offered by ranchers.
The Monte Carlo simulation is actually pretty irrelevant to the draw as they shuffle the application pile once. The only thing multiple runs will show you is that the likelihood of you being successful is what historical data shows.

I don't agree with the statement that states can do what they want in regards to wildlife management. The self imposed excise tax on guns and ammunition goes into a federal pool before it is divvied out. If a state limits non-res hunting in a way that skews it towards those with more money (Ie outfitter tags), they should lose some of their P-R pool, currently it seems they do not. Same thing with Wyoming guide requirements on FEDERAL LAND in Wilderness Areas. I do agree however that residents should always get a heavy priority, and Colorado really needs to step things up in this regard because at this point, we are getting the squeeze from all of these more restrictive states for opportunity hunts and otherwise. The apportionment of funds from Pittman-Robertson is not based on the total excise tax deposit from each individual state but rather a selection of algorithms based on the category to be funded. None of which include a way to normalize the apportionment based on actual contribution but rather a reflection of hunter numbers, land area, and population (among other criteria for select projects). So no, this is a Union, we all own the animals in a collective trust across the Union, the management is largely left to the state, with Federal funding to support it from all excise tax payers in all states of the Union. Quit inviting non residents to NM I have youth hunters that havent drawn since they got thier hunter safety certificate 4yrs ago I know you nonresident pay tons of money but you all make it back up on your youtube videos!😡
Whether it’s 5k or 25 non residents they still only get the same 6% amount of tags in the non resident pool. It just makes the state more money with more applicants. How would less non residents increase the odds for a resident in a completely different tag allocation?
If you have resident youth hunters who haven't drawn, it's because you have so many RESIDENT youth hunters. Additional nonresidents are not changing your resident odds.

You can't be a Citizen of a state only a resident. Personally if I had a choice I'd rather have out state hunters for Elk at least have a guide.
